Her Officer on Special Duty (ACS Level), Sudhir M. Bobde, was also present during the meeting. The meeting witnessed the participation of distinguished members of the Board of Governors, including the Officer on Special Duty (Education) to the Hon\u2019ble Governor, Pankaj L. Joni.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Board members present included Major General Deep Ahlawat, VSM (Retd) Hon\u2019ble Vice-Chancellor of the Major Dhyan Chand Sports University; Prof. K. P. Singh, Vice-Chancellor of Mahatma Jyotiba Phule Rohilkhand University; Shri Jai Shankar Dubey, Special Secretary (Finance), Government of Uttar Pradesh; Shri Kumar Vineet, Special Secretary, Sports and Youth Welfare Department; Dr. Atul Sinha, Regional Sports Officer, Lucknow Division; Dr. V. K. Singh, District Magistrate, Meerut; Mrs. Monica Singh, Regional Higher Education Officer, Meerut Division; and Registrar Shri Sunil Kumar Jha.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the meeting, the proceedings of the first Board of Governors meeting and the Action Taken Report were confirmed and taken on record. The Board reviewed the progress of the ongoing construction works of the University and was informed that approximately 85 percent of the building construction work under Pocket-1 and nearly 30 percent of the sports ground development work under Pocket-2 had been completed. A detailed pictorial presentation through PowerPoint was also made before the Board to showcase the progress of the ongoing works.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Board approved the Annual Report for the academic session 2025\u201326 along with the proceedings of the Executive Council, Academic and Activity Council, and Finance Committee meetings. Detailed deliberations were also held regarding the draft of the University\u2019s First Statutes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Board further discussed the preparation of recruitment rules for various posts in accordance with the standards prescribed by the University Grants Commission (UGC), Uttar Pradesh Public Service Commission (UPPSC), Uttar Pradesh Subordinate Services Selection Commission (UPSSSC), and Sports Authority of India (SAI), in consultation with the Sports Department. Proposals related to outsourcing of services were also considered during the meeting. The Board approved integrated proposals concerning the expanded academic action plan, course operations, and administrative arrangements for the upcoming academic session 2026\u201327.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Discussion was also held regarding the requirement of guest faculty members, coaches, and supporting staff for the academic session 2026\u201327, and proposals related to their appointments were reviewed. The proposed fee structure for various academic and diploma programmes was also approved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In accordance with the National Credit Framework (NCrF), approval was granted for the constitution of an ad-hoc Board of Studies (BoS) for coordination of courses and determination of credit structures. The Board also approved the proposal to extend the affiliation tenure of the Controller of Examinations, Professors, Associate Professors, and Coaches up to the academic session 2026\u201327 for the effective discharge of academic and administrative responsibilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To strengthen the University\u2019s academic and sports ecosystem at the national level, the Board deliberated upon proposed academic and sports collaborations and Memoranda of Understanding (MoUs) with the Sports Authority of India (SAI), Netaji Subhas National Institute of Sports (NIS Patiala), Indian Institute of Sports Management (IISM Mumbai), Indian Institute of Management Indore, Indian Institute of Technology Madras, and the Indian Army.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Board took note of the expenditure incurred during the financial year 2025\u201326 and the proposed budget expenditure for the financial year 2026\u201327. Discussions were also held regarding the development of additional sports infrastructure and facilities, including seating arrangements, lighting systems, additional roads, an examination building, guest house, and auditorium within the University campus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Board was informed that a one-time grant of \u20b960 crore had been sanctioned for the University. Directions were issued to prepare a Standard Operating Procedure (SOP) for the utilization of the grant in consultation with the Sports and Finance Departments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting also discussed proposals for allotment of facilities at the University\u2019s convenience centre through an open tender process, including a bank, post office, unisex salon, grocery store, fruit and vegetable shop, medical store, and stationery shops. During the discussions, Hon\u2019ble Chancellor and Governor Anandiben Patel emphasized the availability of fresh green vegetables and organic food products cultivated at Sardar Vallabhbhai Patel University of Agriculture and Technology in the campus fruit and vegetable outlets, along with ensuring quality dairy products for students and residents. Discussions were also held regarding the development of temporary infrastructure for a food court, laundry services, sports apparel, and sports equipment centre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To further strengthen athletes\u2019 training and practice facilities, the construction of temporary shooting ranges, basketball courts, and volleyball courts was also discussed during the meeting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several important decisions were taken with the objective of developing the University into a nationally recognized centre of excellence in sports education, providing modern sports facilities to athletes, and ensuring comprehensive expansion of sports infrastructure.
